The Government of Indonesia has made a commitment to a universal standard of nine years compulsory free schooling by 2010. To reach this goal, the Ministry of National Education (MoNE) and Ministry Religious Affairs (MoRA) have developed strategic plans that give top priority to increasing access to basic education, improving quality and standards, and strengthening education governance and accountability mechanisms.
To support and complement these priorities the Government of Australia through the Australia-Indonesia Partnership (AIP) is providing A$ 355 million for a Basic Education Program (BEP).
BEP has been designed as a three-year program with the objective to improve equitable access to higher quality and better governed basic education services, especially in targeted and disadvantaged areas in Indonesia.
The BEP program commenced in 2006 and is implemented by the Program Management Units (PMU) which are situated in the Ministry of National Education and the Ministry of Religious Affairs (MoRA).
To achieve the BEP objective this exciting program is structured into four pillars:
Pillar I : Improved Equitable Access to Basic Education Services Constructing junior secondary school facilities in the poorest and most under-served provinces and districts
Pillar 2 : Improved Basic Education Quality and Internal Efficiency Enhancing performance management standards and systems relating to schools, teachers, learning materials and students Pillar 3 : Improved Governance of Basic Education Services Strengthening financial planning, financial management and sector performance monitoring systems Pillar 4 : Assured Resource Mobilisation in the Education Sector Increasing volume, effectiveness and equity of resource mobilisation and allocation in education sector
